I must have replaced 10 million IPC's for that exact reason. The EBay repair seems like a good deal, providing he uses quality parts. To have the stealership do it you probably paying for an hour or close to it just for labor to R&R the cluster. It can be done in less than 10 min. I remember the price on the refurbished IPC's was crazy expensive just from the re manufacturer. My speedo has issues too. It stops at about 170 kph.
