Yes, but it shouldn't happen 3 times and while someone is requesting emergency aid from a tax paid entity. Cops are on an ego trip. They have you by the balls because noone will take action against them and they know that. They're too used to being feared and "yes sired" and when it doesn't happen they go off the deep end.
