Alot of oem third brake lights don't take to paint very well and will do that. I think the only option is a new or aftermarket 3rd.

The plastic in the third brake lights is a different type of plastic. I have heard from others that when sprayed, they are known to spider web like you are talking about. You are better off buying a LED 3rd brake light from ebay, and laying the spray to it. Or just buy one already tinted like I did.
