what happened?

Crank pulley bolt backed out. Heard a noise under the hood. The pulley was flopping all over the place. So the pulley is off the crank but not completely off because the bolt is not all the way out. Tried to tighten/and or loosen the bolt but all it does is turn the rotating assembly. Even put the impact on it and it wouldn't budge either way. My brother has been in the hospital so I haven't been able to have someone put a screw driver in the flywheel to see if that will stop it enoug...
