Headlamp Covers

My question is are the plastic tint headlamp covers illegal in the state of florida. Beofre i bought mine i questioned multipul police officers on it and they all said that they were fine. Yesterday, a police officer gave me a ticket for them. I looked the law up and the law states that an object that alters the headlamps LIGHT COLOR may not be placed. It then describes each color, never mentions black.
