I would say you should have made a private offer if you didn't want to help out others. Just for your information I work as a Government Contractor and have no intel on how to go about getting some discount like this so I figured I would just put it out there I would be interested.

What does this process do different than just powder coating.

Damn not cheap. From all the reading i have been doing on this lately seems that the average to get this done was between $40 and $80 per wheel. Why did it cost you so much more?
