I had this very same issue a couple of times. As 8hnpSS mentioned, after a while the heating element burns out and develops a "short" or "open" condition. You can change all the relays or fuses you want, the only way to fix the issue is to have the element itself replaced.

i dont think its that expensive but from what i hear its a pain in the ass to install. i know you have to take the seat cover off and probably take the seat out of the truck
