Yes it's the best, no I don't know where to get it but any place that sells 3M can order it for you (Oreilly's, NAPA, etc). I think it is Perfect-It 3000 Swirl Mark Remover ??? Go to the 3M site, then the Automotive sub-site and you will discover a lot of online videos with product demonstrations, these vids are fantastic  tell you everything you need to know, part numbers, how to use, etc.

It will hide the swirls not remove it. The human hand cant make a lot of friction without causing to much heat.

I'm not familiar enough w/ the 3m products in particular to say w/ certainty that they have a lot of fillers to just hide the swirls and not correct them. However, you can definitely correct light swirls by hand. It'll take a long time to do the car, and you'll probably be sore the next day, but it can be done. Heres a sample of a test section I did using ssr2 by hand. No fillers, so this was just correction. You can also test your work after applying the product to see if it just hid the swirls or corrected them by using something like an alcohol/water mixture wipe-down. :)
